    1. We will rebuild the capacity of our Steering Committee
    2. We will create a Data Analysis Team
    3. We will identify & recruit allies
    4. We will organize and disseminate data, position statements, updates and set expectations
    5. We will draw public and legislative attention to the imminent school district financial crisis
